This session explores the motivation, training and methods employed by homicidal bombers. Much of the information is based on interviews with homicidal bombers whose efforts were unsuccessful. Among his many experiences with the FBI, Byron was in a leadership role with the Federal Bureau of Investigation at the Branch Dividian Compound in Waco, Texas.

This presentation will expose details of an attack on our Homeland from the eyes of a Potential Threat Element (PTE). Once sworn in as “Terrorists for a Day” we will examine four modes of Transportation: Rail, Wheeled, Maritime and Public / school and show how easy it can be to perpetrate the terrorist crime at home. As a terrorist for a day you will help decide the value of the target to the risk.

The Department of Homeland Security national network of “lessons learned” and best practices. Mr. Rabin is a past presenter at the SE Homeland Security and will present an overview of LLIS, the DHS’s on-line network of best practices. The session will cover special features including member collaboration, information sharing tools, secure email, feedback tools and a member directory. LLIS is an important link in assisting local communities prevent, protect against, respond t and recover from terrorist attacks.
